What's Happening?
The Higher Education Appropriations Subcommittee (HEAS) convened on June 16, 2026, to discuss the fiscal year 2027 budget for Utah's higher education institutions. The subcommittee, consisting of eight senators and nine representatives, is responsible
for reviewing public funding for the state's 16 System of Higher Education (USHE) institutions. During the meeting, the committee examined the allocation of funds from the Education and General Budget (EGB), which amounts to approximately $3.7 billion. The HEAS also discussed its new authority over the Capital Projects Fund, which finances new buildings and large projects. This authority was granted through the passage of HB 508, allowing the HEAS to oversee both the capital projects fund and the general budget allocations for Institutional Support (IS) and Operations & Maintenance (O&M). The University of Utah, for instance, was allocated $419,628,100 for IS and $211,690,100 for O&M for FY2027.

The HEAS's oversight of both the general budget and the Capital Projects Fund is significant as it ensures a more comprehensive review of how funds are utilized by higher education institutions. What's Next?
The HEAS plans to meet with the institutions in October to assess whether their funding levels are justified. If inefficiencies are found, the committee may withhold funding decisions and request further review. The linkage between the Accountable Budget Process evaluations and the Capital Projects Fund oversight will influence how institutions can secure additional funding. The committee's recommendations will be forwarded to the Executive Appropriations Committee for final review. The next HEAS meeting is scheduled for August 18, 2026.
