What's Happening?
Amnesty International has released a comprehensive report detailing Morocco's surveillance ecosystem, which is allegedly used by authorities to harass, discredit, and silence human rights defenders and journalists. The report, titled 'We start with the
verdict: Inside Morocco’s surveillance machine,' outlines the role of Morocco’s domestic intelligence service, the Direction Générale de la Surveillance du Territoire (DGST), in conducting these surveillance operations. These actions are often accompanied by smear campaigns in state-aligned media outlets. New evidence, including whistleblower testimony from a former DGST employee (pseudonym 'Safir'), leaked surveillance data, government spyware targeting records, and material from companies selling surveillance tools, contradicts Morocco's repeated denials of using spyware on its citizens. The report identifies the DGST as responsible for deploying Pegasus spyware and details various methods of surveillance, including physical infection of devices, 1-click and zero-click attacks, network injection attacks via Maroc Telecom, and the covert planting of microphones in private spaces. The DGST also allegedly co-opted phone shops to sell pre-infected phones and recruited neighbors as informants.
Why It's Important?
This report is significant as it provides one of the most detailed accounts of state surveillance operations, contextualizing spyware abuses within a broader system of control. The findings highlight a 'global economy of techno-oppression,' enabled by companies and states failing to uphold international law. The use of advanced surveillance technologies, including Pegasus spyware from NSO Group and tools from other international vendors, raises serious concerns about privacy, freedom of expression, association, and peaceful assembly. The report indicates that prominent human rights defenders and independent journalists were priority targets for the DGST's Pegasus operations, with 103 Moroccan phone numbers matched to potential targets, including 65 civil society members. The psychological impact on targeted individuals, who face constant scrutiny, smear campaigns, and even imprisonment based on surveilled information, is profound. This situation creates an environment where self-censorship becomes prevalent, making it difficult and dangerous for individuals to exercise their fundamental human rights.
What's Next?
Amnesty International is calling for urgent action, demanding that Morocco cease the surveillance of human rights defenders and journalists and ensure an independent and effective investigation into all reported cases of unlawful surveillance by the DGST. The organization also urges states to halt the export of spyware, digital forensics tools, and other privacy-invasive technology to Morocco until robust human rights safeguards are in place. The report's detailed evidence, including whistleblower testimony and forensic analysis, puts pressure on both the Moroccan authorities and the international companies supplying these surveillance tools. The findings may lead to increased international scrutiny and potential legal challenges against both the Moroccan government and the technology providers. The call for a global ban on highly invasive spyware, due to its design allowing unlimited access to devices and lack of independent auditability, suggests a broader push for regulatory changes in the surveillance technology industry.
Beyond the Headlines
The report delves into the ethical and legal dimensions of state-sponsored surveillance, revealing how advanced technology can be weaponized to suppress dissent and undermine democratic principles. The collaboration between intelligence agencies and phone shop owners, as well as the recruitment of informants, illustrates a pervasive and insidious form of control that extends into everyday life. The psychological toll on individuals, who live under the constant threat of being monitored and having their private lives exposed, highlights the erosion of trust and personal security. The involvement of international vendors in supplying these tools raises questions about corporate responsibility and the need for stricter export controls on surveillance technology. This situation underscores a broader global trend where techno-authoritarian practices are being adopted, challenging the universal application of human rights in the digital age and necessitating a re-evaluation of international legal frameworks governing surveillance.
