What's Happening?
Penn State has introduced a new searchable database designed to assist communities across Pennsylvania in navigating local regulations concerning large-scale solar projects. This platform, known as the Pennsylvania Solar Ordinance Database, consolidates
approximately 4,900 ordinance records from 300 local governments across 57 Pennsylvania counties. The tool allows users to filter information by various categories of local rules related to grid-scale solar development. The initiative aims to provide a clearer understanding of how different local governments in the state approach grid-scale solar. The project was led by Professor Mohamed Rali Badissy, Michael Helbing, and Professor Hannah Wiseman, with financial support from the Pennsylvania Department of Environmental Protection, the Center for Energy Law and Policy, and an Alfred P. Sloan Foundation grant. The database is intended to be user-friendly and will be continuously updated and expanded, with Penn State inviting user feedback for improvements.
