What's Happening?
The Center for Civic Futures has awarded a grant to Nava Labs, the philanthropic arm of Nava PBC, to utilize artificial intelligence in modernizing aging state technology systems that support Medicaid and the Supplemental Nutrition Assistance Program
(SNAP). This funding, part of the Public Benefit Innovation Fund, aims to develop AI-powered tools and service-design processes to significantly reduce the time agencies spend mapping legacy systems from months to weeks. The project will focus on creating a shared roadmap for state policy, program, and technology teams to modernize public benefits infrastructure, ultimately improving the speed and reliability of services for beneficiaries. Nava plans to collaborate with several states to test these tools and establish an advisory group for feedback and broader adaptation. This initiative is part of a larger effort by the Center for Civic Futures to explore how emerging technologies can address administrative challenges and enhance public benefits delivery, especially as states face pressure to update IT systems due to new federal changes.
Why It's Important?
This grant is crucial for addressing a significant challenge in U.S. public services: the outdated and inefficient IT systems that hinder the delivery of essential benefits like Medicaid and SNAP. Aging systems often lead to delayed access, lost benefits, and services that do not meet beneficiaries' needs, particularly affecting vulnerable populations such as seniors who may lack digital literacy or access to necessary technology. By leveraging AI, Nava Labs aims to streamline the modernization process, making it faster and more effective. This initiative has the potential to improve the lives of millions of eligible individuals who currently struggle to access benefits. Furthermore, successful implementation could save states substantial amounts of money by reducing payment error liabilities, as demonstrated by similar AI tools in Mississippi and New Jersey, which have saved millions and delivered benefits to tens of thousands of residents.
What's Next?
Nava Labs will proceed with developing and testing AI-powered tools in partnership with several states, with the goal of creating a scalable approach for modernizing public benefits technology. The establishment of an advisory group of state governments will be key to ensuring the tools are adaptable and effective across diverse state contexts. The Center for Civic Futures will continue its broader exploration of AI's role in government, with an emphasis on improving backend processes that have historically received less attention. This project builds on previous successes, such as AI tools that reduced Mississippi's SNAP payment error liability by $40 million and delivered $19 million in benefits to over 97,000 residents in New Jersey. The long-term vision is to create a more efficient, reliable, and accessible public benefits system nationwide, leveraging AI to overcome administrative burdens and improve service delivery.
Beyond the Headlines
The application of AI to modernize state benefits technology has profound implications beyond mere efficiency gains. It represents a significant step towards bridging the digital divide and ensuring equitable access to essential services for all citizens, particularly those in underserved communities. By making benefits more accessible and reliable, AI can play a role in reducing poverty and improving public health outcomes. However, this also raises important ethical considerations regarding data privacy, algorithmic bias, and the potential for over-reliance on automated systems in critical human services. Ensuring that AI tools are designed with transparency, accountability, and human oversight will be paramount to maintaining public trust and preventing unintended negative consequences. This initiative could serve as a model for how government agencies can responsibly adopt advanced technologies to better serve their constituents, fostering a more responsive and effective public sector.
