What's Happening?
The Agriculture and Fisheries Council, under the Cyprus Presidency, recently convened in Brussels to address pressing issues related to food security and the Common Agricultural Policy (CAP). The Minister of Agriculture, Rural Development and Environment
highlighted the challenges faced by farmers and rural communities in Spain, Portugal, and Cyprus due to recent crises. The Council emphasized the need for coordinated action and solidarity to support these communities. Discussions centered on enhancing the EU's strategic autonomy by supporting the agricultural sector and ensuring fair protection for farmers within the food supply chain. The proposal for the CAP post-2027 was a key focus, with discussions on forming a common understanding of how national recommendations can support a coherent agricultural policy. The Council also evaluated the Unfair Trading Practices Directive, noting its impact on reducing unfair practices in the supply chain. Additionally, the strategic importance of the EU's leadership role in the United Nations Food and Agriculture Organization (FAO) was discussed, with a call for a European to assume the role of Director-General.
Why It's Important?
The discussions at the Agriculture and Fisheries Council are crucial for shaping the future of the EU's agricultural policies and ensuring food security. The focus on strategic autonomy and support for farmers is vital for maintaining a stable food supply chain, especially in the face of geopolitical tensions and climate shocks. The CAP post-2027 proposal aims to address key challenges such as farm income, competitiveness, and resilience to crises, which are essential for the sustainability of the agricultural sector. The evaluation of the Unfair Trading Practices Directive highlights the ongoing need to protect farmers from imbalances in bargaining power, ensuring income stability and trust in commercial relations. The EU's leadership in the FAO is significant for promoting global food security and aligning international efforts with the Union's priorities and values.
What's Next?
The Cyprus Presidency plans to continue working closely with member states and the Commission to achieve progress on the discussed agenda items. A dedicated discussion on managing responses to natural disasters and animal diseases is scheduled for the March Agriculture and Fisheries Council. The focus will be on providing timely support to farmers and rural communities. The strategic coordination for a European candidacy for the FAO Director-General position is also expected to be a priority, with the aim of strengthening the EU's influence in global food security initiatives.
