USDA Issues Second Economic Assistance Payment to Agricultural Producers Amid Funding Concerns

The U.S. Department of Agriculture (USDA) has announced the issuance of a second Emergency Commodity Assistance Program (ECAP) payment to eligible agricultural producers for the 2024 crop year. This decision follows the initial ECAP payments, which were calculated at 85% to ensure the total program payments did not exceed the $10 billion funding cap. With additional funds remaining, the USDA's Farm Service Agency (FSA) is now providing a second payment, bringing the final payment factor to 99%. These payments aim to help producers manage market volatility, pay down debt, and secure financing for the next crop year. The ECAP assistance is part of a broader suite of disaster recovery programs, including state block grant agreements totaling $958 million in Florida, North Carolina, and Virginia.
