South Korea's participation in the $30 billion El Dabaa nuclear power plant project in Egypt is providing a shield against potential U.S. and Western sanctions targeting Russian businesses. The project, a joint venture between Egypt and Russia's state
nuclear company Rosatom, began in 2015. South Korean interest significantly increased after Russia's invasion of Ukraine in 2022, leading to South Korean companies taking on tasks previously handled by U.S.-based General Electric, whose involvement ceased after the war began. South Korean firms are now responsible for substantial parts of the conventional electricity-generation infrastructure, including control systems and turbine-related components. For instance, Doosan Enerbility of South Korea holds a $1.15 billion contract for turbine work, encompassing structures and equipment for turbines, generators, cooling systems, and water treatment. Russia, however, remains the general contractor and nuclear technology provider for the plant, which is planned to house four VVER-1200 reactors with a total capacity of 4.8 GW, with potential expansion to six or eight reactors by 2040.
