What's Happening?
UNICEF is seeking an International EMIS Development Specialist for a remote consultancy position, with a contract duration of 1 month and 21 days. This specialist will lead the technical preparation of a comprehensive, procurement-ready Terms of Reference
(ToR) for Kosovo’s new Education Management Information System (EMIS). The role involves reviewing existing EMIS documentation, benchmarking international best practices, and exploring emerging technologies, including the responsible use of AI. The consultant will work closely with a National EMIS Specialist to translate identified needs into functional, technical, data, interoperability, security, and implementation requirements. A key focus will be on incorporating student-centred functionalities such as early warning systems, child protection, and student well-being. The assignment is strictly limited to requirements definition and ToR development, excluding software development, vendor selection, or implementation.
Why It's Important?
The modernization of Kosovo's Education Management Information System is critical for improving the quality and accessibility of education for children in the region. A robust EMIS can provide essential data for evidence-based policy-making, resource allocation, and monitoring educational outcomes. By integrating student-centred functionalities like early warning and child protection, the new EMIS aims to create a safer and more supportive learning environment, addressing vulnerabilities and ensuring the well-being of students. This initiative aligns with UNICEF's broader mandate to defend children's rights and help them fulfill their potential. The project's focus on international best practices and emerging technologies, including AI, positions Kosovo's education system to leverage advanced tools for better educational governance and service delivery.
What's Next?
The International EMIS Development Specialist will lead the development of the requirements architecture, prioritization, and traceability matrix. The consultant will also facilitate stakeholder consultations to ensure all relevant perspectives are incorporated. The ultimate goal is to prepare a final, stakeholder-validated, procurement-ready ToR package. This package will serve as the foundational document for the subsequent procurement and development phases of Kosovo's new EMIS. The successful completion of this consultancy will pave the way for a more efficient, data-driven, and child-focused education system in Kosovo, enhancing UNICEF's efforts to support educational development in the country.
Beyond the Headlines
The development of a modern EMIS with integrated child protection and well-being features highlights a growing trend in educational technology: moving beyond mere data collection to proactive student support. This initiative in Kosovo could serve as a model for other countries in transition or developing contexts, demonstrating how technology can be leveraged not just for administrative efficiency but also for safeguarding vulnerable students. The inclusion of AI considerations in the ToR development suggests a forward-thinking approach to educational data management, anticipating future technological advancements and their ethical implications. This project underscores the complex interplay between technology, policy, and child rights, aiming to create a holistic system that supports every child's right to education and protection.
