In Gujarat, the response to fake immigration agents has been limited despite a significant rise in complaints over the past five years. According to data presented by the Centre in the Rajya Sabha, Gujarat has issued only three prosecution sanctions and
recorded two Action Taken Reports (ATRs) against fake immigration agents, despite receiving 27 complaints from 2021 to 2025. The number of complaints has increased notably, with two complaints each in 2021, 2022, and 2023, followed by nine in 2024 and 12 in 2025. This increase suggests either a rise in illegal recruitment activities or improved reporting. However, the enforcement actions have not kept pace, with no ATRs submitted in 2021 and 2022, and only one each in 2023 and 2024. The prosecution sanctions, necessary for legal proceedings under the Emigration Act, were all issued in 2025.
