Flagstaff, Arizona, a city of 75,000 residents, has uniquely preserved its dark night sky, allowing the Milky Way to remain visible from downtown. This achievement stems from a series of pioneering outdoor lighting ordinances, initiated in 1958 with Ordinance
400, which banned commercial searchlights. This initial law was enacted to protect the view from a mountaintop telescope at Lowell Observatory. Over the decades, the city continued to update and strengthen these regulations. In 1972, outdoor lights were mandated to be shielded and aimed downward. By 1989, the city and county implemented a radical cap on the total amount of light permitted per acre, treating darkness as a budgeted public resource. The codes also specified the use of warm, narrow-spectrum lamps that minimize light pollution and are less disruptive to astronomical observations. This sustained effort led to Flagstaff being named the world’s first International Dark Sky City in 2001 by the International Dark-Sky Association.
