which synthesizes evidence from 70 country case studies. This report aims to help African Union member states implement the next phase of the Comprehensive Africa Agriculture Development Programme. The Kampala Declaration, adopted in 2025, replaces the Malabo commitments and sets out six commitments to stabilize food systems and improve resilience. The report emphasizes the importance of scaling successful policy innovations and aligning investments with farmer demand.
