Kazakhstan has introduced new banking regulations that prevent banks from using retail deposits to cover losses. According to Dauren Salimbayev, deputy chairman of the Agency for Regulation and Development of the Financial Market, the framework ensures
that state-guaranteed deposits remain protected during bank resolutions. The rules prohibit the use of customer deposits for loss absorption, instead requiring banks to rely on their capital and other sources. The framework aligns with international standards and includes a three-stage intervention model to address financial deterioration early.
