What's Happening?
Several construction firms, including Kier, Bovis, Wates, Mitie, and Dalkia, have been appointed to a £1.5bn framework for construction work across the Parliamentary estate. The Parliamentary Construction
Partnership (CPF) Framework, commissioned by the Corporate Officers of the House of Commons and House of Lords, replaces the previous framework and supports capital investment and maintenance projects under Parliament's Medium-Term Investment Plan. The framework, which will run into the early 2030s, covers the 250,000-square-metre Parliamentary estate, with work including maintenance of building fabric, stonework, roofing, and mechanical and electrical systems across Grade I-listed buildings such as the Palace of Westminster.
Why It's Important?
The appointment of firms to the CPF Framework is crucial for maintaining and enhancing the infrastructure of the Parliamentary estate, which includes historically significant buildings. The framework ensures that essential maintenance and construction projects can proceed, preserving the integrity and functionality of these iconic structures. The investment supports the long-term sustainability of the estate, contributing to the preservation of cultural heritage. Additionally, the framework provides opportunities for the construction industry, supporting jobs and economic activity. The projects will be delivered using the NEC4 suite of contracts, promoting efficient and effective procurement practices.
What's Next?
The CPF Framework will facilitate ongoing and future construction projects across the Parliamentary estate, with work expected to continue into the early 2030s. The Restoration and Renewal Delivery Authority may also utilize the framework for separate projects. As the framework progresses, stakeholders will monitor its implementation to ensure that projects are completed on time and within budget. The framework's success could influence future procurement strategies for government infrastructure projects, emphasizing the importance of maintaining capability and capacity for essential works.
