The U.S. CHIPS Act, initially focused on revitalizing domestic semiconductor manufacturing, is now pivoting its strategy. While the initial $59 billion budget largely supported grants and loan guarantees
for foundries like Intel, TSMC, and Samsung, new funding is targeting a broader range of artificial intelligence (AI) computing capabilities. This strategic shift moves away from simply counting chip production towards building U.S. capability at critical bottlenecks within the AI compute stack. Recent announcements include $874 million in commitments for advanced packaging, interconnects, memory, photonics, materials, and secure electronics. GlobalFoundries could receive up to $300 million for optical data transfer equipment, Kepler up to $245 million for next-generation AI memory, and Multibeam up to $140 million for equipment to stack and connect multiple chips. Additional awards support low-power computing, specialist materials, and software for detecting counterfeit components.
