What's Happening?
The city of Durango has entered into a groundbreaking agreement with the Colorado Department of Personnel and Administration (CDPA) to develop workforce housing on three state-owned parcels on Main Avenue. This initiative, known as the North Main Housing
Project, marks the first of its kind for the city. The memorandum of understanding (MoU) outlines a collaborative framework for planning, financing, developing, and operating an unspecified number of rental and homeownership units. The project aims to address Durango's specific housing needs, as identified in the city's housing needs assessment, rather than solely focusing on state-level requirements. The MoU includes a financing strategy involving tax-exempt bonds and funding from state and federal housing programs. The city will act as the principal project sponsor, exploring new financing sources and overseeing compliance with affordability and construction standards.
Why It's Important?
This partnership is significant as it represents a strategic approach to addressing the housing shortage in Durango, particularly for workforce housing. By collaborating with the state, the city can tailor the project to better meet local needs, potentially increasing the availability of affordable housing. This initiative could serve as a model for other municipalities facing similar challenges, demonstrating the benefits of state-local partnerships in tackling housing issues. The project also aligns with Durango's Proposition 123 commitment to increase its housing inventory by 3% annually from 2024 through 2026, although it remains unclear if the new units will contribute to this goal. The development could have a positive impact on the local economy by providing more housing options for workers, thereby supporting workforce retention and attraction.
What's Next?
The project is currently in its preliminary stages, with site planning and predevelopment work set to begin following the finalization of the MoU. The city will need to identify and secure new financing sources, as outlined in the agreement, and work closely with the selected developer to ensure the project meets local housing needs. City Council will continue to play a role in reviewing and approving financial elements as the project progresses. The success of this initiative could influence future housing policies and partnerships in Durango and beyond, potentially leading to more collaborative efforts between local governments and state agencies.
