What's Happening?
The International Organization of Supreme Audit Institutions (INTOSAI) is actively promoting innovation among Supreme Audit Institutions (SAIs) globally. This initiative aims to shift SAIs from traditional financial auditing towards a more comprehensive
role in public governance and resource efficiency. According to Dr. Ha Thi My Dung, Deputy Auditor General of Vietnam, this shift is driven by new demands for independence, status, and accountability. The focus of auditing is expanding to include assessments of the economy, effectiveness, and efficiency of policies, fiscal management, and budget sustainability. Modern auditing now serves as a critical tool for macroeconomic policy planning, early warning of systemic risks, and enhancing public value. The methodologies are being restructured by technologies such as AI, big data analytics, geographic information systems, satellite imagery, and real-time auditing. New audit subjects like digital assets, national databases, green finance, green bonds, and climate change response programs are also emerging, creating new demands on SAIs.
Why It's Important?
This shift in auditing practices is crucial for enhancing transparency, accountability, and efficiency in public finance management worldwide. By moving beyond traditional compliance checks, SAIs can provide more strategic insights into government operations and policy effectiveness. The integration of advanced technologies like AI and big data analytics allows for more sophisticated risk-based auditing, remote auditing, and continuous monitoring, which can detect and prevent fraud, crime, and corruption more effectively. This evolution helps governments make better-informed decisions, optimize resource allocation, and achieve sustainable development goals. For citizens, it means greater assurance that public funds are being managed responsibly and that government policies are delivering intended outcomes, ultimately fostering greater public trust in institutions.
What's Next?
The future direction for SAIs involves further embracing digital transformation, AI applications, and big data analytics as foundational elements for innovation. The Sharm El-Sheikh Declaration at the 25th INTOSAI Congress in October 2025 emphasizes the responsible application of AI in auditing, linking it directly to institutional trust. INTOSAI-P 12 highlights the role of SAIs in creating value and benefits for citizens, while INTOSAI-P 10 (Mexico Declaration) underscores the importance of guaranteeing the independence of supreme audit institutions. SAIs are expected to continue perfecting their legal frameworks to ensure genuine independence, clarify authority and responsibilities, and strengthen mechanisms for controlling power and audit quality. The expansion of audit types to include information technology audits, environmental audits, and audits of Sustainable Development Goals will also be a key focus.
Beyond the Headlines
The broader implications of this transformation extend to the very nature of governance and public trust. As SAIs become more technologically advanced and their scope widens, they will play an increasingly proactive role in shaping public policy and ensuring governmental integrity. This evolution also raises ethical considerations regarding data privacy, algorithmic bias in AI applications, and the need for robust oversight mechanisms to ensure these powerful tools are used responsibly. The shift signifies a move towards a more data-driven and forward-looking approach to public accountability, potentially setting new global standards for financial oversight and governance. It also underscores the growing importance of international cooperation among SAIs to share best practices and address complex, cross-border issues like climate change and digital asset management.
