Air pollution has once again trapped Delhi and the Indian government has activated Stage-III of the Graded Response Action Plan (GRAP) across the National Capital Region (NCR). This comes after the Commission for Air Quality Management (CAQM) noted a sharp drop in air quality due to stagnant weather and pollution build-up.
GRAP Stage-3 is a strict emergency measure meant to control emissions when air quality reaches the “Severe” category. It brings in several bans and restrictions, especially targeting vehicles and industries that burn polluting fuels.
What Vehicles Are Banned and Allowed?
Under GRAP Stage-3, BS-III petrol and BS-IV diesel four-wheelers are not allowed to operate in Delhi, Gurugram, Faridabad, Ghaziabad and Noida. These include older cars and smaller commercial vehicles.
However, some vehicles are exempted, those used by persons with disabilities and those carrying essential goods or services.

But here is the good news that if you own a vehicle that runs on cleaner fuels, you are safe, like vehicles powered by CNG (Compressed Natural Gas), LNG (Liquefied Natural Gas), electric power (EVs) or BS-VI diesel engines are allowed to operate freely.
- CNG & EVs: Both are classified as “clean fuels” and are completely exempt from bans. Electric vehicles, in particular, are encouraged as they produce zero tailpipe emissions.
- LNG: This lesser-known fuel is becoming popular for trucks and buses. LNG is cleaner than diesel and emits less carbon and particulate matter, which is why LNG-powered commercial vehicles are fully allowed even during Stage-3 restrictions.
- BS-VI Diesel: Vehicles meeting the latest emission standards are permitted since they emit far fewer pollutants than older models.
Stage-3 measures might feel inconvenient, but they are designed to cut emissions when Delhi’s air becomes dangerous to breathe. Clean fuels like CNG, LNG and electricity are the way forward and not just during GRAP restrictions, but for a cleaner, healthier future.
