Delhi’s air pollution has once again taken a dangerous turn, which is raising concerns that the city may soon enter Stage 4 of the Graded Response Action Plan (GRAP). GRAP is actually a rulebook that tells
authorities what to do when air quality becomes harmful.
Right now, Stage 3 is imposed in Delhi NCR, but considering the current air quality index (AQI), changes of the introduction of GRAP Stage 4 are high. Stage 4 is the highest alert level and is triggered when the Air Quality Index (AQI) crosses 450, falling under the “Severe Plus” category. At this level, the air is so toxic that it can harm even healthy people.
If GRAP Stage 4 is activated, Delhi residents should be prepared for major changes in daily life. These measures are not meant to inconvenience people, but to immediately cut down pollution so the situation does not turn into a public health emergency.
Strict Vehicle and Transport Restrictions
The biggest changes happen on the roads as under Stage 4:-
- Non-essential trucks will be banned from entering Delhi. Only trucks carrying essential goods or those running on cleaner fuels like CNG, LNG, electricity, or BS-VI diesel, will be allowed.
- Commercial vehicles from outside Delhi except electric, CNG and BS-VI diesel, will not be permitted.
- Within Delhi, BS-IV and older diesel medium and heavy goods vehicles will also be restricted unless they provide essential services.
Additionally, the government may bring back the odd-even rule, where cars with odd and even number plates run on alternate days. This is done to quickly reduce the number of vehicles on the road.
To help people who depend on public transport, authorities may increase the number of Delhi Metro trips and add more buses to avoid crowding.
Construction, Industry and Outdoor Work Impact
Under GRAP 4, all construction and demolition work must stop. This includes big government projects like flyovers, highways and pipelines. Only very important national projects such as defence or healthcare infrastructure may continue. Stone crushers across Delhi-NCR are also shut down because they generate massive dust.
Changes for Schools and Offices
To protect children from the toxic air, all physical classes, except for Classes 10 and 12 may be stopped. Schools could switch to online learning until pollution levels improve. Government and private offices may be asked to allow at least 50% of employees to work from home, reducing the number of vehicles on the roads.
The Commission for Air Quality Management (CAQM) is monitoring the situation rigorously and for now Stage 3 restrictions will continue until the air improves and remains below the danger zone or else GRAP Stage 4 will be imposed with immediate effect.
