The strict GRAP Stage 4 restrictions in Delhi have now been lifted after a sustained improvement in air quality, bringing relief to commuters and vehicle owners. GRAP, or the Graded Response Action Plan, is implemented during severe pollution episodes and imposes the toughest curbs at Stage 4. With these restrictions withdrawn, questions have emerged around whether BS4 petrol vehicles can legally enter and operate in the national capital again. What Was Restricted Under GRAP Stage 4?
GRAP Stage 4 is the strictest level of anti-pollution
measures enforced in Delhi-NCR when air quality enters the “severe” category. Under this stage, the entry of non-essential vehicles below BS6 emission norms was prohibited, including BS4 petrol and diesel vehicles registered outside Delhi. Construction activities, certain industrial operations, and the movement of older commercial vehicles were also restricted to curb pollution levels.
Can BS4 Petrol Vehicles Enter Delhi Now?
With GRAP 4 curbs lifted, BS4 petrol vehicles are once again allowed to enter and operate in Delhi, subject to existing rules. This applies to both Delhi-registered and non-Delhi-registered BS4 petrol vehicles. However, it is important to note that the lifting of GRAP 4 does not override permanent bans or court-mandated restrictions. Vehicles must still comply with prevailing emission norms and documentation requirements.
What Rules Still Apply To Older Vehicles?
While BS4 petrol vehicles are permitted following the rollback, the long-standing ban on diesel vehicles older than 10 years and petrol vehicles older than 15 years in Delhi remains unchanged. These restrictions are enforced year-round and are not linked to GRAP stages. Additionally, BS3 petrol and BS4 diesel vehicles continue to face tighter scrutiny during pollution spikes and may still be restricted if GRAP measures are reintroduced.
Why Were GRAP 4 Curbs Lifted?
Authorities lifted GRAP 4 after Delhi’s Air Quality Index (AQI) showed consistent improvement, moving out of the “severe” category. Favourable meteorological conditions, including better wind speed and dispersion, played a role in reducing pollutant concentration. Pollution control agencies continue to monitor AQI levels closely and have stated that restrictions may be reimposed if air quality deteriorates again.

What Vehicle Owners Should Keep In Mind
BS4 petrol vehicle owners can resume normal usage for now, but should remain cautious during winter months when pollution levels fluctuate rapidly. Carrying valid pollution under control (PUC) certificates, registration documents, and insurance remains mandatory. Any deterioration in air quality could trigger fresh GRAP restrictions with little notice. The end of GRAP 4 curbs allows BS4 petrol vehicles back on Delhi roads, but permanent age-based bans and future pollution-related restrictions still apply.
