No Fuel Without Valid PUC - With Delhi's Air Quality, Vehicle Restrictions Also Worsen

As air quality continues to get worse in the capital city, Delhi's Environment Minister, Manjinder Singh Sirsa, recently announced that vehicle owners who do not have a valid Pollution Under Control (PUC) certificate will not be allowed to refuel at fuel pumps from December 17. This latest restriction further adds to the list of vehicular constraints that have been in place as part of the recently invoked GRAP Stage 4 mandates. Here's what you need to know as a vehicle owner who commutes every day in the Delhi NCR region.

Under the ongoing Graded Response Action Plan (GRAP) Stage 4 restrictions, BS-3 petrol and BS-4 diesel vehicles have been facing a ban since November 2025. However, Sirsa reaffirmed the ban during his December 16 press conference and said that all non-BS-6 compliant private cars will not be allowed to ply on Delhi roads. To add to this, not having a valid PUC certificate would mean that even drivers with a BS-6 compliant vehicle, will not be allowed to refuel and could be fined heavily.

What Challans Can You Face?

In case you end up driving a vehicle from the banned category in Delhi then here are the traffic fines that you potentially face.

1. GRAP Stage 4 Violation - Driving any vehicle that is not BS-6 compliant will attract a fine of up to Rs 20,000

2. Invalid PUC Certificate - If your vehicle is found to have an invalid PUC, then you can be fined up to Rs 10,000.

3. No PUC, No Fuel - Drivers who are not holding valid PUCs, will not be allowed to refuel at petrol pumps and can be fined up to Rs 10,000.

To further enforce these restrictions on the ground, Delhi Police and Transport Department teams have been deployed at strategic locations to intercept violators and remove non-compliant cars from the roads.

Except for emergency vehicles and commercial vehicles with essential goods having special permission, petrol and diesel-run vehicles are not facing a blanket ban across Delhi. The only exceptions are BS-6 compliant cars that have a valid PUC certificate or vehicles that run on electricity and alternate fuels such as CNG.
