Still Waiting For Your EV Subsidy Rebate? Delhi HC Orders Rs 140 Crore Disbursal ASAP

The Delhi government will begin paying off the outstanding EV subsidy dues that amount to close to Rs 140 crore, on directives from the Delhi High Court. As per a PTI report, this backlog has piled up for over two years now, and will be addressed through verification of applications and the rollout of a new portal. On September 3, the court directed the government to pay up, saying that procedural delays cannot be an excuse to hold back payments.

Court’s Directive On Subsidy Delays

A bench comprising Chief Justice Devendra Kumar Upadhayaya and Justice Tushar Rao Gedela noted that though the Delhi EV Policy 2020 does not speak about the timeline of payout, whatever commitments have been made by

the state, they are bound to fulfill. The judges made it explicit that subsidy disbursement could not be withheld for an indefinite period of time.

Reasons Behind The Backlog

The officials linked the delays to the absence of cabinet meetings last year after the arrest of then-Chief Minister Arvind Kejriwal. This resulted in a temporary lapse of the electric vehicle (EV) policy, thereby creating a backlog in subsidy applications.

Steps Being Taken Now

Transport Minister Pankaj Singh said his department is currently identifying eligible beneficiaries. He added that a dedicated online system is also being developed to make the process for clearing dues faster.

EV Adoption Benefits

Since the Delhi EV policy came into effect in August 2020, more than 2,19,000 electric vehicles comprising 1,09,000 two-wheelers and 83,724 three-wheelers have received the benefits. The report also stated that up till the year 2023, the government has disbursed about Rs 177 crore in subsidies.

What’s Next For Policy Framework

The present EV Policy has already been extended up to March 2026, while its new version is under public consultation. Led by Minister Ashish Sood, a committee is in charge of preparing EV Policy 2.0.
