Delhi-NCR’s air quality has shown slight improvement, and with the AQI now around 222, officials have finally lifted GRAP Stage 3 restrictions. This means many of the harsh curbs that affected vehicles, construction work, and daily travel are no longer active. But for everyday commuters and car owners, it’s important to know what rules still apply and how to avoid heavy fines that can go as high as Rs 30,000 if pollution levels worsen again.
What Has Changed?
As of November 26, 2025, Delhi’s Commission for Air Quality Management (CAQM) has revoked Stage 3 restrictions. Earlier, this stage banned BS-III petrol and BS-IV diesel cars from running in Delhi-NCR. It also stopped non-essential construction, stone crushers, and mining operations.
Now,
these bans are lifted. You can legally drive these cars again—as long as Stage 3 remains inactive.
What Rules Still Apply?
Even though Stage 3 is lifted, Stages 1 and 2 remain active, and these come with strict guidelines that every car owner and driver must follow-
- PUC Certificate Mandatory- Every vehicle must have a valid Pollution Under Control certificate. Not having one can lead to a Rs 10,000 fine.
- No Burning of Coal or Wood- Tandoors, open firewood and coal setups are banned in eateries and public places.
- Controlled Use of Diesel Generators- Only essential services are allowed to use them.
- Dust Control Measures- Water sprinkling and mechanical road cleaning continue across the city.

How to Avoid Heavy Fines
Even without Stage 3, you can still be penalized. And if pollution worsens again, Stage 3 may return, which brings fines up to Rs 20,000 for restricted vehicles. Here is how to stay safe-
- Keep PUC (Pollution Under Control) updated.
- Know your vehicle’s BS emission rating, which is mentioned on your RC.
- Follow age limits- 15 years for petrol cars and 10 years for diesel.
- Maintaining your vehicle like clean air filters and correct tyre pressure reduce emissions.
- Stay updated - track CAQM announcements and AQI levels daily.
Reimposed Stage 3 means:
- Rs 20,000 fine for driving BS-III petrol or BS-IV diesel vehicles.
- Rs 10,000 fine for invalid PUC.
- Possible restrictions for goods vehicles and non-essential diesel vans.
