can start practicing at any point in the preseason. A move to the reserve lists, which would result in missing a minimum of four games to open the regular season, would arrive as clubs around the league reduce from 90 to 53.

Webb, 23, signed with the Patriots as an undrafted free agent in May. The rookie wideout played collegiately at South Dakota and South Alabama. He finished his final season with 36 catches for 649 yards and five touchdowns across 13 games.

Davis, 28, landed on a three-year, $54 million contract as an unrestricted free agent in March. A veteran of 89 games and 88 starts, the No. 63 overall pick in the 2018 NFL draft out of Auburn made previous stops with the Tampa Bay Buccaneers and Detroit Lions. Davis, who earned a Super Bowl LV ring, has tallied 380 tackles and 11 interceptions to go with four forced fumbles and six fumble recoveries.

Minkins, 22, agreed to terms with New England as part of the organization’s 2025 undrafted class. The rookie safety resided in Louisville’s secondary from 2020 through 2023 before transferring to Cincinnati last fall. He appeared in 49 career games, tallying 132 tackles and four interceptions.

Hooper, 30, re-signed on a one-year pact in March after appearing in all 17 games in 2024. His initial Patriots campaign spanned 45 receptions, 476 yards, three touchdowns and eight starts. The two-time Pro Bowler, drafted No. 81 overall out of Stanford back in 2016, logged prior stints with the Atlanta Falcons, Cleveland Browns, Tennessee Titans and Las Vegas Raiders.

Hollins, 31, reached agreement on a two-year pact in free agency after starting 13 games last season with the AFC East champions. Taken No. 118 overall in the 2017 class, the North Carolina product stands 112 games into his NFL run, with 162 receptions for 2,069 yards and 15 scores. A Super Bowl LII winner with the Philadelphia Eagles and a former special teams captain, Hollins has also been a member of the Falcons, Miami Dolphins and Buffalo Bills.

Lowe, 26, was acquired from the Minnesota Vikings ahead of the NFL’s cutdown deadline in 2023 and is working back from offseason shoulder surgery. The Illinois product has appeared in 25 games, including 21 starts, with the Patriots and caught a touchdown while reporting as an eligible target last season. He went No. 184 overall in the 2022 draft.

Tavai, 28, signed a three-year contract extension last July and sustained a calf injury in the spring. His stay, which began on the practice squad in 2021, has included 44 starts, 64 games as well as 308 tackles, 3.5 sacks, three interceptions, two forced fumbles and one recovery. The ex-Hawaii linebacker entered the NFL with the Lions at No. 43 overall in 2019.

Rookies and quarterbacks reported back to Gillette Stadium on Saturday. Non-rehabbing veterans will follow on Tuesday.

The first practice of training camp under head coach Mike Vrabel is set for 10:15 a.m. ET on Wednesday.
